Not enough info to know for sure. But you should be getting decent, playable results with that system at least, although the CPU is not cutting edge.
What is your TLOD set to?
OLOD?
Do you have dynamic settings selected?
What resolution are you flying in?
DLSS?
TLOD = 100
OLOD = 100

4k resolution anything lower looks blur on my tv
Do you mind doing a little troubleshooting with me?
Can you set TLOD to 400 and OLOD to 200, and then turn Dynamic Settings on and set your target FPS to something manageable?
If you see a performance’s or visual boost, you are likely dealing with a CPU bottleneck issue.
And after that, reduce your TAA render scaling to around 1440p. If you see a bigger performance boost, you may be dealing with a GPU bottleneck.
Feel free to set your settings back to whatever after you are done testing. But I think old consider keeping whichever setting ON that helps you more.
I have a video with specs and FPS counter you can compare with. My GPS is a 4080. My CPU I think blows your away. But I’m not that familiar with AMD these days.
4K TAA is not for the 4070. Use DLSS Quality or even Balanced.
You have a clear GPU bottleneck, even though your CPU isn’t the best.
Okay take a look at this, i have no idea what all information is telling me apart from the FPS counter at the top, but red does not look good, looks like i might have to upgrade my CPU and GPU to play 2024, o yeah and everything is set to high rendering at 1440 with a target FPS of 30.

You are figuring it out. Either lock at thirty at an airport. Or take the FPS hit at airports and lock FPS for in air.
It is more nuanced and complicated but you are getting it. If you get 30 there, you should get it anywhere.
PC you have is not intended for gaming in 4K resolution. You should test FPS performance with V-Sync turned off by flying an aircraft such as the Cessna 172 Skyhawk G1000 or Cessna 152.
actually i also think part of my problem is i am playing it on a 4k LG TV, when i swap to my monitor which is a very old Samsung monitor running at 1040 its perfect

I have a 5800x with 3080ti running a 3440x1440 monitor. I can maintain 30fps pretty much everywhere and I use the hack that allows the 3080ti to use frame generation giving me 60fps. My monitor only goes up to 60hz so I cap things there and it looks great.
My thoughts exactly.
I see a 30% increase in Median FPS when I use DLSS Quality (vs. TAA) with my 3090 Ti @ 4K. 1% Lows show a 20% improvement as well.
I can’t really see a difference in cockpit gauge clarity compared to TAA.
