KPAO, a controlled airport, is being treated as uncontrolled.

Detailed steps to reproduce the issue encountered:
Load C&D into KPAO. Turn on radios. Note no option to contact Tower or Ground, but instead to tune to Traffic.

Xbox Series X
Build Version # when you first started experiencing this issue:
1.27.0.14 (Doubtful it’s a beta issue)
