Brief description of the issue:
Traffic trying to depart LICJ taxi as far as the hold at runway 25 but never request clearance to takeoff. I noticed upon stopping there myself that the ATC prompt doesn’t appear as an option until several more meters along the taxiway. Could it be the traffic aren’t getting close enough to the prompt?
