DLL’s are program-files/libraries that need to have a reference in Windows Registry for a program to work properly- same with the paths (link to where things are located).

I had downloaded the latest SDK files by using the links given in the developer mode screen.
The name of the downloaded documentation file is “MSFS_SDK_Documentation_Installer_0.19.3.0.msi”.
After installing this file, I have opened the file and saw that the version number of this document is given as " RELEASE NOTES - SDK release 0.19.2"

I’m seeing the same, but it’s probably just a typo somewhere. If you compare what’s in your offline version (0.19.2.0) to what’s in the online version (0.19.3.0) the content is exactly the same.
I have no idea. Ask in the forums at FSDeveloper - I think you have a better chance of finding a solution there

With version 0.19.3, I have a lot of crashes when generating packages, MSFS freezes and does not return. Stop MSFS by task manager!

maybe , i dont get it after several attemts to change the admin settings for installing this file i get still error 2203.
Try downloading the file to your desktop, right click and run as Adminstrator, and maybe disable your antivirus while installing. I just downloaded the file from my Dropbox, and it’s working as it should.
