Just wanted to confirm weather or not I can turn the time back a few hours while using LW and get accurate weather conditions for that time period?
No, unfortunately there is historic live weather.

No - you get the current weather you see out your window (assuming you are flying local), but the sun and stars where they would be at the time you set.
