You can not turn off the mouse view. But you can setup you hat to do views. You will have to do it manually for each hat button and decide which view options you want. Several can overlap on the same button though. So you can setup cockpit and external views on the same button.
So go to options and the keybinds, filter for all and search for views. Good luck.
I am wondering this too, in FS X and x-plane I use the hat switch to smoothly move the external camera. I can’t figure out how to map this to the hat.

Is there a way to keep the POV fixed in place and move it around freely? I assigned the commands as shown in the pic, and they partially work, I say partially because as soon as I release the hat switch, the view goes to the default rear view. It only works with the up/down movements, not with left/right.
UPDATE: I was able to properly setup the free external view with hat switch, assigning the ‘lock’ to all sides. Now the problem is that the rotation or movement of the camera is very fast, is there a way to make it smoother?
