Low gpu wattage =low fps. But why?

This is the exact problem I am having.
I installed the new nvidia driver. Did all the DLSS stuff ( Releases · beeradmoore/dlss-swapper · GitHub _)
and got 120 fps looking nice - after 30 minutes of play down to 10 fps.

I rolled the driver back, undid all the DLSS options, hit optimize in nvidia app.
120 fps …for about 30 minutes, then literally 10 fps.

I happened to look at hwinfo (to look at temp to see if I was being limited by temperature) and noted that inspite of 99% gpu usage it was below 200 w (can usually peak at 450w).

I tried another high intensity gpu app (bit coin mining), and it popped right to 400w.

wtf microsoft. Any fixes out there?

4090/ ryzen 9 9900, 64 gigs ram…

I have a similar issue, where the game suddenly starts utilizing 80%+ CPU on all cores and then, after some time, returns to normal. My CPU is an i7-14700K with an RTX 3080 at 3440x1440, running the high-end preset with DLSS quality and AI traffic disabled.
I deleted the community folder, but it didn’t help.
Should not be a VRAM problem because I have this in even in a 152/172 in the middle of nowhere.

Reinstalled the game and the whole system as well, but no luck so far.
