If you think that’s bad, try London. No matter how many times I fly over London, even with an 80Mbit connection and 100GB rolling cache file, its always changing and metamorphosing right under the plane while I fly over. Looks ridiculous. Have ended up turning photogrammetry off for now.
That’s as good as it gets.
What’s your terrain LOD set at? I think that setting affects the quality of PG.

Have you seen Chernobyl?
I’ve been having this issue since update 6 (Las Vegas Photogrammetry scenery). Support ticket has had me go thru a number of fixes including a complete reinstall and still the same issue. This has to be an issue with their servers.
Honestly This is the way! SamScene3D - NYC
SamScene3D is the only reason to fly over Manhattan. So much fun with it. Building models are great, night lighting is awesome, and you get the NYC bridges and stuff. So worth a try.
Performance is good too! Actually I fly to Manhattan every day now in VR, absolutely love it. They also have the Roosevelt Island Tramway animated so you see them moving back and forth next to Queens Boro bridge! What a treat!
I really wish they’d have included the Verazzano and George Washington bridges though. Maybe in a future update
agreed Samscene3d New York City Times scenery brought my beloved city back to life! especially with Times Square added. stunning!
even autogen buildings draw distance is horrible, they need to fix it
Night lighting is really dim compared to the surrounding scenery. Disappointing.

It looks amazing to me for what i see flying over NYC.
For me NYC is a big forest with concrete in there and some recognisable 3D buildings
On a lark I took off from LGA and flew over Manhattan today and then looped east over the Harbor toward Queens. Looking back at the end of the island from about 1,600’, I hit Active Pause and took a pair of identical screenshots - the first, at my usual Ultra settings (2560 x 1440) and then with Low at the same resolution. One is certainly more dense and visually attractive than the other, but from a couple miles away, at least neither of them look like an irradiated wasteland.
