Roll back your vid driver to its previous version, if it worked before, and see if it works again. If you have made no changes other then the driver update and the performance was good before and not after then its probably the driver *(alot of folks already reporting these issues vr and no vr).
If rolling back the driver doesnt fix it, reboot modem/router/machine and see if that helps. To many variables to take in account for. I for sure wouldnt reinstall windows all over again, especially if it works for other games/programs are running okay.
Hard to tell for sure since there are so many variables involved , network connection, servers, bad driver, your cat has partial knocked the cable lose, etc. I find most of my issues usually come from a machine from here to there suffering massive packet loss, etc. I dont do vr myself, but I do try to read as many relevant thread regarding problems people are having.
And at this moment alot of people are having issues. After su10 dropped there were something like 70 new threads from people having issues.

As you can see in the Dev debug display, your VRAM is full as you are running DX12, hence the very low fps.
Try to lower VRAM usage (E.g. like texture High instead of Ultra, etc.) or switch to DX11, waiting for the Devs to work on DX12 and optimize all this.
