Try taking the FPS limit off in game. For me, this setting is broken. If you want to cap frames, change the setting in nVidia control panel:
This definitely works, and may be the cause of your issue.
EDIT: Could also be a vsync issue. Suggest you try to remove anything affecting FPS limits/vsync initially to make sure you can get “unlimited” frames before going any further
EDIT/EDIT: There is a vsync option in nVidia control panel too - I think you need one or the other set and not both in the sim and in the NCP. Worth checking
