Marketplace submissions were formerly processed strictly in the order in which they were received, but we heard the feedback from the community that players would prefer that we instead prioritize certain products/developers instead of using a first-in-first-out system. For the past few months, we have categorized all Marketplace submissions into four priority buckets as described here:
Marketplace submissions are assigned a priority (P1-P4, with P1 being the top priority) based on defined internal processes and metrics. We review and update the priority system regularly to ensure it is best serving both our players and 3rd Party Developers.
You can see how many products from each priority are in the backlog in the Development Update Blog every week. Here is yesterday’s backlog:

Also, even though this table shows that there are five P1 products in the backlog, it does not necessarily mean that those five products are ready for release and we’re choosing to hold them back for no good reason. It just means that those products have been received for intake by our Marketplace team and assigned to the P1 bucket where they will receive the highest priority for release.
If a P1 product hasn’t been released yet, it’s likely because it has not yet passed all the required tests. In some cases, additional work must be completed by the developer before it can be sold on the Marketplace.
