Hello simmers:
My download of FS2020 v1.39.9.0 seems to have a limited number of airports installed.
For example: Lake Tahoe Airport KTVL is missing.
Is there a separate airport pack I should look for that would fill in a lot of blank airport locations?

No issue here:
If you have any addons (community+Marketplace+navdata) disable them and test again.

Yes, I saw all those little white dots on the World Map. And there’s
a white dot for KTVL among thousands of others. Your image shows exactly
the next step on how to get there. I should have known. My bad.
