Description of the issue:
When modifying a default, locked profile the automatic “Duplicate profile” dialog box opens and the “Apply to” appears as “Apply to {APPLY_TARGETS}”

Please list clear steps you took in order to help our test team reproduce the same issue:
- Make a modification to a default, locked profile. In my case, it is for the Thrustmaster TPR
- Note “Apply to {APPLY_TARGETS}” appears in the Duplicate profile dialog box.
- I do not see this happen when I manually attempt to duplicate a profile
