MS Local Legend - Staggerwing Tail Hook (Tail Wheel) Lock Not Functional In-Cockpit

Brief description of the issue:

Per discussion with MS personnel, I am filing this as a stock sim since the Local Legend Staggerwing was contracted by Microsoft to be built by Carenado. MS will coordinate with subcontractor to triage and address the defect report. The Staggerwing has a Tail Hook control, which is actually the Tail Wheel Lock. The switch in the cockpit can be graphically moved up and down, but it does not affect the wheel lock. The only way to invoke the wheel lock is to bind a key or hardware button control to the appropriate keybind. Please make the switch operable.

Detailed steps to reproduce the issue encountered:

Select the Local Legend Staggerwing as the plane you want to fly and create any flight. Start from either a Cold & Dark or on runway condition. Once engine is started and you are ready to taxi, note the position of the tail hook knob. Leave it in current position and switch to External view where you have a good view of the tail wheel. Turn the plane while taxiing. You will see the tail wheel swivels with the turn, indicating it is unlocked. Stop the taxi and return to the cockpit. Change the position of the switch (it’s either fully pushed in or pulled out) and then return to External View once more. Turn the plane again while taxiing. You will see the wheel is unlocked no matter what the position of the switch is. Bind a key or a hardware controller to the switch and use that instead of clicking on the switch in the virtual cockpit. You will see the wheel now properly locks or unlocks depending on how many times you invoked the keybind/hardware button.
