UPDATE:
I reinstalled my windows 11 and reinstalled the game which seemed to fix up my low performance in msfs. In New York ultra settings and TLOD and LOD set to 150, I get a stable 65 fps with TAA set to 4k, which seemed to balance my GPU usage at around 80%. Now the game runs absolutely great, except for some occasional micro stutters, but it is so much more playable!
