ISSUE DESCRIPTION
Description of the issue: Keybinds for “TOGGLE [insert exterior lights]” do not work properly.

REPRODUCTION STEPS
Please list clear steps you took in order to help our test team reproduce the same issue:

Spawn in the iniBuilds NAMC YS-11 (Local Legend 20) in a Cold & Dark state

Ensure that a key is bound to “TOGGLE NAV LIGHTS” (this issue is present for NAV LIGHTS, LANDING LIGHTS, BEACON LIGHTS, and TAXI LIGHTS as well, but for the sake of this example I am using NAV LIGHTS)

Observe that the physical switch in the virtual cockpit for NAV LIGHT is in the OFF position and that the cockpit tooltip shows it as “OFF”

Press the key bound to TOGGLE NAV LIGHTS

Observe that the physical switch in the virtual cockpit for NAV LIGHT is now in the ON position but that the cockpit tooltip still shows it as “OFF” - additionally, the nav lights on the aircraft have not illuminated

Click the physical switch in the virtual cockpit for NAV LIGHT which will not change the physical position, but will change the cockpit tooltip value to “ON” and will illuminate the nav lights on the aircraft

Repeat the same steps when attempting to toggle the nav lights from ON to OFF

Repeat the same steps for all exterior lighting (LDG LIGHT, TAXI LIGHT, ANTI COLLISION (STROBE) LIGHT, NAV LIGHT)

Switch and tooltip state after pressing the keybind for TOGGLE NAV LIGHTS once, moving the switch to the ON position but not actually turning the lights on as shown in the tooltip
