There’s unfortunately limitations that make it currently not possible to start anywhere (land/water) from map mode, even for Asobo if they wanted to implement it.
However, I just released an update to Location Manager that lets you do that, albeit you need to “start” in fly mode.
Keeping an eye on the Clipper via this thread, looks great, will pick it up eventually I think!
