No difference FPS with FSR 2 engaged or not

When I change the option I restart the game and return on same airport in same gate

PC specs and/or peripheral set up if relevant:

AMD 7600x / SAPPHIRE Radeon RX 6800 OC Nitro + 16 Go GDDR6 / Widescreen 34" 144hz

I do not experience what the op describes. I see a difference with each setting of FSR2 (see image below). Note that these measurements are taken in VR.

My System
CPU: 5800x, GPU: 6900xt, VR: Reverb G2 with motion reprojection off

as often mentioned:

all that GPU algorithm ( DLSS, FSR , whats ever ) are related to GPU load and not CPU load.

You are still limited by mainthread in that situation, in special on ground and big airports. Go into a situation where you was former GPU limited and you should get bit better fps.

You are right : I have stay in static position during my tests… When I a move the camera FPS are superior in FSR mode. Thank for answer.
