No ice on the windows unless I manually turn it on, then it counts down in the dev menu until its clear? its -5 outside 
Do you have it turned on in Assistance Options, Failure and Damage, Icing Effect?

It should be working, regardless if you have it “on” or “visual only”.
Are you in free flight with live weather or with an addon aircraft?
A32o FBW, i changed livery and now its working?, ice is collecting as it should…very odd
