Using default scenery from WU 3 at EGGP Liverpool John Lennon. The airport has no Jetways, and there is no option for Stairs when I bring up ATC.

Using the Inibuilds A320 I get the same result than you at ramp 3.
Using the Asobo A320 ramp is there and you have the option in the ATC to call it:
I don’t know if this kind of issue is related to the scenery or to the aircraft.
Also I think the Jetways at this airport look correct, they are not intended to move til the aircraft like other mobile jetways but more likely they have stairs at their end and passengers need to walk to/from the aircraft.

Yeah I don’t think I’ve ever seen an option for the stairs with the inibuilds A320. Somewhere someone mention that the stairs only work at gates marked Large GA, but it’s not working here.

Yes, and if it works with the Asobo A320 it should work with the Inibuilds one, so there is a setup somewhere that is missing (aircraft or scenery ?). I also tried the Inibuilds A310 and the ramp is there.
Have you tried other airports ?

I’ve tried KMCO and KSWF with the Inibuilds A320 and there are no stairs available there either.
