Same here. Upon start, most of times I have clear skies and totally wrong temperature/pressure/winds. Turning live weather on and off injects correct temperature/pressure/wind, however, clouds/rain/snow are still not depicted. The in-game METAR is also totally wrong/outdated and seems to be stuck (the day part of the code always indicate 25, e.g EDDM 25xxxxZ). In the rare times where the weather actually worked it would stop injecting after a certain time, around 300nm from the departure airport.
I can confirm live weather is not working on Xbox either. Air pressure and wind data seems to be there but there is not a single cloud in the simulator.
Correction: cloud coverage and weather appeared only after 25 minutes into the flight.

To me not VPN used and weather is functional,
all what I need to do is wait +/- 15min after flight start, then weather starts injecting.

I had that yesterday. After 10 mins weather started to inject. But today 20 mins in; still nothing.
Do you have the same issue if you follow the OP’s steps to reproduce it?

Metar is active, winds show but no weather injection/clouds 95% of the time. I have had it where it took 10-30 mins to inject the clouds and they stayed for the flight but this was after take-off last night, restarting a flight meant they reverted back to sunny skies. Doesn’t seem to spawn the clouds on the ground. Tested again this morning spawning into LSGG where its cloudy currently, still the same sunny skies as pictured below.

I had yesterday weather ok full day,
if I’ve started new flight, weather started also, no delays. I’ve closed sim yesterday at 19:00Z??? Today I’ve started with issue from first start at morning.
Same. Yesterday everything was working over here too. Even after 9h in the sim, no issues.

Just tried Barra, On the ground, completely clear skies (Currently a storm) took off and in 4 mins we had clouds appear. Just will not load anything on the ground! Pretty frustrating. Seems to take much longer to load weather in the PMDG or Fenix.

No problems at all for me today, three flights so far and the weather has been showing perfectly. Very strange,
yes, same issue here. metar data is available but no clouds:
I must say that over the last 6 months or so, this is the case about 50-75% of the time. Sometimes I get full clouds and wind, sometimes just low level (up to 200ft AGL) butmost times totally clear skies, default pressure and no wind but the METAR is showing correct values.
I’m in the UK, using the Western (default) and Northern Europe servers

I’ve experienced a strange issue with Live Weather. The METAR is like “stuck” on 25 Jan at 1620Z and it looks like that old weather is being injected into the sim. Actually, part of it. After some investigation and comparing weather in the sim and current METAR it looks like wind, pressure and temperature is accurate according to current METAR, but visibility and clouds are drawn based on the old METAR.

As you can see in the weather debug window, wind, pressure and temperature are accurate.
Even more interesting thing is the fact that once in 10-20 sim loads it works perfectly fine. MSFS’s METAR is updated and the weather looks accurate, but it lasts for max 5-10 minutes. Then the old METAR is shown in the window and the issue comes back.
I tried everyting that came to my mind including completely reinstalling MSFS and even reinstalling the whole system. Nothing works.

I’ve suddenly started to see a problem with the in game weather. Pressure is correct but I always get clear skies when there should be clouds. Not sure whether this is the same thing as you are reporting, ie i dont know whether it was clear skies on 25th January at the airport i load in at, but definitely something not working right
I have the same issue. METAR is „stuck“ at Jan 25th 16:20z.
Doesnt matter what airport you try.
The weather depicted in the sim is the weather from the old METAR from Jan 25th.
