Yeah its just not there…Im sure im not the only one who wanted to check it out after seeing it on the loading screen!

Photogrammetry or Data might be OFF.
You probsbly need the respective World update installed.
Will I have to do that manually? I know the game checks for updates every time it starts up.
The World Updates are optional, check install status in Content Manager, or filter for World Update in Marketplace and see if you own and have installed it.
