Not Responding every 15 seconds MSFS2020

This issue is driving me nuts, and I havent been able to play the sim. Every 15 seconds, ■■■■ near like clockwork, sim hangs, Task manager shows Not responding, 0% cpu and GPU usage. Hangs for 5 seconds or so, jumps back to working just fine. Started doing this over a month ago. Tried again yesterday, had a small update, ran fine the remainder of the day. Today, back to the same ■■■■. Heres my setup.

Ryzen 7950x3d
AMD RX7700XT
32 GB DDR5 6000 ram
Gigabyte 870 board
Thermaltake 1250 watt PSU
Watercooled CPU, temps are in the 50c.
Gen 4 m.2
Fresh windows 10 install with direct drivers from manufacturer
Up to date BIOS firmware.
Fresh MSFS2020 install, empty community folder and no addons.
This happens in 2d and 3d. It will crash on the loading screen for the main menu when you first open the game, and will continue the whole time you are trying to use it. Never CTD. No errors in Event viewer.

What the hell is wrong with this? I dont understand how it will play fine, reboot the computer with no changes and now it doesnt run right. What else can I do as its really upsetting me that I cant use this sim that Ive sank a ton of money into.

Ok, I’m still having this issue, but have changed a couple things within the setup.

Changes that were made are as follows:

Swapped the AMD RX 7700XT for an AMD RX 7900XTX
Swapped the Memory to 64GB DDR5 6000mhz.

Still doing the same thing. Had an update today, still doing the same thing. Watching it on the Task Manager, it is still doing the same thing. Everything is fresh on the build, no mods, and clean community folder with nothing in it..

Watching it closely, I see the GPU usage drop to 0%, followed by the CPU usage very shortly afterwards. Beyond that, not sure what’s going on.
