@UnseatedBelt419 Alas you are suffering one of the side effects of the bug reported in this thread (and is probably worth a visit)
Not only is the toolbar non-interactable with in VR in standard view, but also any of the panels that the toolbar can open.
The thread linked reports the issue and also has some work arounds available.
I am closing this now as a duplicate.
