Can there be some system perhaps not entirely unlike road traffic or fauna that would bring humans into the scenery? Flying over any of the beaches completely devoid of life is completely not realistic. Could be based on concentration of population so cities wouldn’t look post apocalyptic as well. LOD could keep the frame rates under control at altitude and sliders to adjust numbers. Wouldn’t even have to be animated… We have animals…why not humans!?
