Not sure if this would be possible, but what about some missions/levels to become an air traffic controller? It would be interesting to see the “other side” and maybe having an in-game version of VATSIM for multiplayer would improve the experience?

FSX had it as an option, I miss it, it was fun with a group.

You could try VATSIM Sweatbox. Effectively private instances for you and your friends to practice without connecting to the operational network.
JoinFS is another private lobby based ATC system.

That sounds like it would be interesting, and like it could potentially work, but my two issues are 1) no friends and 2) currently only on Xbox Series X, because my real life career as an elementary school teacher is not conducive to expensive hobbies like computers! Haha
