Sadly I must report that it is NOT fixed. It still happens, although not EVERY time like it used to. But it definitely still happens (XSX, TB VelocityOne Flightstick).
Kinda bummed about this because the issue has ruined many a flight 
EDIT: download etc. was a smooth operation. DL speed dropped to 30-40 mbit for a while but was mostly around 250 mbit (on a 600 mbit connection). Don’t know what server as it was updated from the OS screen. WU updates basically does not download at all currently,
