Poor performance and blurry terrain and PG lod detail

Brief description of the issue:

Performance of the title has steadily gotten worse over the updates. I have tested the sim vanilla with ultra preset, both DX11 and 12. Getting sub 40-30fps in major and medium sized cities and airports with a pretty good system, and a fresh installation of W11

My test scenario is:
Ultra graphics preset.
Midday, livewx off
KJFK 31R straight ahead dep, climb to 5000ft, and observe the lod and performance, sim is vanilla and just a few airplanes installed from marketplace to test performance of different addons, all premium deluxe content + WU’s are installed on an Nvme drive.

test results. Nearly 90% of the time the sim is Main thread limited, with hwmonitor showing cpu being poorly utilized and showing loads primarily on one core.

DLSS 3 frame gen somewhat helps the perf. but it also takes away some cpu time and induces input lag.

Results:

Default A320 53fps on ground, 30-40 on takeoff roll, in air 60-80
WT 747, 44 ground, 27-32 takeoff, air 45-50
Hjet from marketplace, 41 ground, 28-35 takeoff, air 50
Ini 310, 37 on ground, 27-30 on takeoff, air 47

Also terrain textures and photogrammetry lod starts to get blurry allready at 1000-3000ft, so to get any good looking terrain textures we need to bump up the terrain lod, which in turn worsens the performance.

Many issues may be due to an outdated graphics card. Please state your Graphics Card Driver Manufacturer (NVIDIA, Intel, AMD) and Version (Learn how to find your current graphics card driver version):

Drivers are up to date, including bios, with the execption of nvidia drivers which are 531.29 as per asobo.

PC specs and/or peripheral set up if relevant:

MSI X570 tomahawk wifi mobo with latest bios ( XMP on, ReBar on, above 4G on)
Ryzen 5800X3D (SMT ON)
RTX 4090
32gb DDR4 3200.
Samsung CRG9 5120x1440 120hz ultrawide monitor.

Win 11 22H2
