Is it possible to silence the annoying ATC?

Another way is to change your COM frequency to some random value as soon as you enter the cockpit.
you can also turn the volume down on the radio receiver in the cockpit or turn off voices in the volume settings of the sim.

I disabled it on day 1 since I use Pilot2ATC.
Thank you, SolidFarrell. The muting of ATC is well-hidden in the drop-down menu and I am now blessed with silent ATC!

I’m the opposite - I’m trying to get ATC back! It went silent a while back, and in trying everything to fix the issue, I now can’t even hear my pilot voice! 
Check the setting under Options > Assistance
The same happen to a friend and I found a setting to disable/enable the ATC voices (TTS) in that area.
A simple fix – just change the radio to 122.800 – typically what I do and it’s silent.
