Go back to the specialization page, select the charter service and it should tell you what the requirements are.
One of them might be doing 10 VIP flights as an employee or something.
There’s a VIP and there’s a private service. So I need to complete both to be able to start this company?
Do you have enough credits to buy a C172?
You need the cash for the plane and the start up cost before you can start the company.
Yes, all good I worked it out. I just need to do at least one Charter Service mission as a contractor I can create a company for Charter Mission.

I am having this same issue and I was hoping you can help since you figured it out. I still can not buy a charter company even though I completed the starred charter mission and have over 1.2 million credits. I completed the charter flight in in California hoping that this was the issue. I do not see any other charter mission available and I’ve been stuck for the past few weeks. Any advice?
I have the same issue. I’ve completed all carts for fixed wing except heavy transport. Charter service still says 0/2 specialization complete.
I don’t have any charter missions as an employee available anywhere.
You need to complete the Tahiti VIP mission as an employee

I am still having this issue. I have completed both specializations, did the golden mission, but I still cannot create the charter company.
Having a similar issue, completed the jet certification but I only have the Charter VIP option but how do you do the 10 Charter Private missions?
Why are so many of these ■■■■ missions hidden. They need an actual guide to this game lol
