That EXE is the Windows Error Reporting service (of which MSFS does use).
I would start by assuring that service is working and all files related to it are there.
DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow
Assure also that your Windows is up-to-date as well as all MS Store apps.
