Question about reading charts

Looking at the Makux2b STAR for EGBB you have waypoint CHASE with an at 9000ft constraint. This is also where a hold is with an above 5000/below FL140 constraint. So when you approach this what height can you overfly CHASE to enter the hold?

I think those notes indicate min/max holding altitudes so pilots are aware multiple aircraft could be stacked in that hold from 5,000-14,000. Otherwise per the descent planning note upper right, unless otherwise indicated (or directed by ATC), enter the hold at 9,000.

Thanks. I think when I initially looked at the chart I thought there wasn’t enough distance to descend to 9000 from FL020 at NOKIN but looking again there’s plenty.
