Random Sutters cannot figure out the cause

Hello Guys.

I have tried everything to troubleshoot the stutters issue I have, I don’t know what else I can try. the stutters are completely random and freeze the sim for seconds, it’s very frustrating when they happen on final or during take off. I recorded two videos:

I tried lowering the graphics, disabling all addons, replacing disks, mobo, cpu, ram, gpu.
I had 5800x, I moved to 7800x3d, 32gb ram 6000, 4080 super.
I tried low settings,
I tried disabling network stuff, deleting cache,
changing display, changing display cables.
Reformat drive and reinstall everything.
I am trying with no addons, only world updates installed.

at this point I am starting to think that this is just how it is. it is expected to have random stutter like the ones in the video?

Definitely not. When I had an issue like this once, but it was way more regular than yours, it was a copy of SPAD running in the background. Once that was updated the issue went away. It look very similar to yours, but was on a more regular, repeating pattern.

It looks like the process, Device Association Framework, on your Windows PC ,ay be listening out for, and responding, to that device connecting to your network.

I have two Amazon firesticks, and I’ve never noticed that behaviour before.

I would be interested to know what happens if you have it in the state where you are getting that stuttering, and you stop this Service:
