Reading wind directions

Dear simmers,

Sorry for this very basic question. I am little confused regarding determination of wind direction.
For examle wind 140° at 3 kts. Does that mean than wind is blowing from 140° position or to 140° position regarding to the map.

As others have said mate wind is from, so if your wind is from 140 deg and you have have a runway of numbering 36 - 18 (360 Deg HDG - 180 Deg HDG) at your destination, you would choose or be vectored into RWY 18.
