ISSUE DESCRIPTION
Description of the issue:
Runway lights on some airports load very late (right before landing or after landing). I had this problem in 1.39.3.0 and …4.0 in LATI, LIPZ and EPKK. There was a similar bug in the public build since the MSFS 2020 release that was never fixed, but in the public build the lights do not work at all and never ‘turn on’ on same airports / in some areas. In the beta they do turn on, but super late and are basically useless so I believe it might be related to the public build bug, but it certainly is not the same. It is a flight simulator so this issue should have high priority… Does it happen to anyone else?
I never had this issue in LATI or LIPZ in the public build and I fly there frequently, this is why I believe it is a regression.
All 3 airports are default, no 3rd party scenery or whatever.

FREQUENCY OF ISSUE
Only happened once to those airports, but it was the only time I flew there in the beta. Will try again, but it already happened 3 times in 3 different airports, so something certainly is wrong.
