Is it possible, or could it be arranged, that by default, runway rubbering (“tire gum”) is a greater priority than runway markings? It seems that the rubbering should be over the markings regardless, and having them in the order they are currently makes it seem artificial and too pristine.

I do have REX GAT, but unfortunately, I never encountered an airport that has what I mentioned. For example, in the attached image, the white markings are imposed onto the rubber texture, when it should be vice versa.
Afaik no solution other than using a blank runways (without markings) and adding them as projected mesh or aprons, you can layer those as layers in Photoshop
