Saving "Start up state" in FMC issues

I am no longer able to change my start up state in MSFS 2020. I like to start up in the "cold and dark w/ APU state, but when I do start the simulator, power and lights are on with the APU running. I reset to my desired state and exit the simulator. When I restart the sim the last saved state is not active and I have power and lights w/ APU again.

How do I get my change to take effect?
