Scenery at a distance looks pixelated/grainy unless right over it

Greetings,

Maybe I am going insane and this hasn’t changed but I feel ever since SU2 the scenery all around me (mountains, city ect) looks very pixelated or grainy… not blurry but like fuzzy/grainy. But what ever I am directly above looks clear and sharp.

I am on a 4090, OLED monitor with HDR enabled.. using TAA right now.. I have danced around trying DLSS, DLAA ect but still get this cartoon/fuzzy like textures. Again… the textures all immediately around me look great but if you look out toward a mountain that seem very fuzzy. For example at KRNO all the mountains around there when I fly the drone up and look at them they look very grainy.

I may just looking at this too much but I did not feel like this was that noticeable in SU1

Anyone see this too? Or have a suggestion I could try for display??

Thanks

I should also add- this really is only noticeable from like 0900-1700 hours… early morning or evening everything looks fine.
