Setting character quality to low = no passenger

ISSUE DESCRIPTION

Description of the issue:

There is no passenger spawning if the character quality setting is on low, it only spawns if it’s set to medium or higher

The good setting for disabling passenger should be on Character quantity = Disabled/Off

FREQUENCY OF ISSUE

How often does this occur for you (Example: Just once, every time on sim load, intermittently)?

Every time

REPRODUCTION STEPS

Please list clear steps you took in order to help our test team reproduce the same issue:

  1. Set your character quality to low in graphics option

  2. Start a flight with any plane that can board passenger

  3. Open your EFB and add passenger on the aicraft pannel, load instantly

  4. No passenger is spawning

  5. Unload the passenger and set your character quality setting to medium or higher

  6. Load it again via EFB

  7. Now they appears correctly

To reproduce this bug you have to load and unload the passengers, if not the changes will not take effect

I did my tests on small GA planes, DHC6, 320/321LR and 737 max
