ISSUE DESCRIPTION
Description of the issue:
The shallow water detail is atrocious around most islands and archipelagos in the pacific, florida keys and some of the carabean when viewed from a VFR flight level (1500-5000ft). See examples in video and screenshots below). Only some bespoke places, like the fort at the end of the florida keys or Bora Bora have consistent high res detail in the shallow waters.
Even after waiting for a while, the detail is not loading in. In dev mode there is no activity on the download graph, so the maximum detail should be shown. All settings on ultra.

see low resolution ground detail in shallow waters

just to show lat lon in video and screenshots, having dev mode on or off didn’t make a difference for the problem
