Brief description of the issue:
in parallel runway airports, if you change from one runway to another too close to the Tower handoff point, the ATC will fail to do the handoff. Then if you cancel IFR, the ATC will completely fail, leaving you with no option to land when you switch to tower.

Detailed steps to reproduce the issue encountered:
- plan an IFR flight to an airport with parallel runways that you have an idea where ATC would hand you off to tower.
- switch runway (for example from 5L to 5R) very late, close to the tower handoff point.
- observe failure of ATC to hand you off to tower
- cancel IFR because you don’t have other options to do.
- observe the absence of flight following request and instead have the class X airspace transition request. It doesn’t matter if you do it or not.
- switch to tower of any nearby airport (not just the one you originally wanted to land, they all fail). Also note that sometimes (1 in 2 occasions I encountered this bug) the approach ATC would continue to give you orders as if you were still in IFR.
- observe the lack of full stop landing and touch and go options.
