The sim is appearing to freeze because a window is opening in the background for you to select where to load/save the flight. The only way I have found to access that window is to exit VR.

Same here. Been like that for a very long time, possibly since the beginning of VR in MSFS.
They should just disable the load/save btn if it’s not gonna work in VR.
(this freeze requires a complete hard reboot to get going again

No, you don’t have to reboot. This is what I do when I have forgotten (silly, stupid me) to turn off VR when loading a flight plan: take off your headset/look at your slave monitor. Alt-Tab till you highlight the MSFS Explorer Window and close it with the mouse by clicking the “X” in the right-top corner of it. Important: don’t release the L-Alt Key while Tabbing. Once you highlighted the MSFS-Explorer Window, still hold L-Alt. This always unfreezes MSFS-VR for me.

Last time I tried Alt +Tab it didn’t respond either, but I’ll give it a try again tonight.

You’re not silly or stupid.
This is what they call sloppy coding and can be fixed with one tiny “if in VR, then disable button” statement.
Thanks again for your workaround. It works fine.
I am not sure if it has already been said, but as far as saving and loading flight plans in VR I load the plan in 2d then save it to the XBox cloud for future use. You can load and save to the cloud while in VR. This is my work around for flight events.
