Sim is erroneously reporting updates to the world updates or not installing updates

Detailed steps to reproduce the issue encountered:
Have all world updates installed and updated in SU14. Join SU15 beta. After updating to SU15 beta (which was 83gb on the standard version) go to content manager and see available updates. It shows an update for every World update. They install but 6 won’t install at all. WU IV, VI, V!!, V!!!, X, and X!! will not install at all. They will all download and then go through the decompressing phase and then I’ll get a notification download completed but a second later it will show up again in avialable updates. Each update will show the same GBs installed as before as well as the GB available on disk.
