Not strictly the same as yours but my update started but failed after about 250MB. It then wouldn’t restart. When i went to try and cancel the download, to try a rerun, it came up with a message that cancelling the update would uninstall the game.

I was kinda stuck. So I cancelled and it did indeed uninstall it. The restart from scratch was successful.

download it via xbox app instead of the store.

Yes my situation exactly. I do not wish to re-install if at all possible as I had a stable set-up with plenty of downloaded things such as both UK updates and scenery.
But will probably have to go down that route if the advisiary notice that they are aware and fixing the issue is bogus.

Tried that, no-go.

Do you mean no-go as the uninstall did not work, the reinstall did not work, or something else?

I’m getting almost the exact same issue, just a slightly different error code number but looks like I’m going to have to do a full reinstall.

The apps repair option and reset options also fail with we couldn’t reset this app try again later.

Tried the uninstall option and despite seeing all the usual game files in the usual folders it says I don’t have this app installed.
