Yes. And that same law also says that data collection shall be kept to a minimum and only data shall be gathered that is absolutely required for the provided service.
So why again do they need an address in order to offer a free download?

Well, if you have such a hard time filling in your address, why not just put in something else? I’m sure they won’t mail the download link to you in a letter…
