I had this problem also and the cause was my anti-virus. Try quitting MSFS (if you are in fullscreen mode press Ctrl + Alt + Del then click on “Task Manager” then click on FlightSimulator then click on the “End task” button), disable your anti-virus and then restart MSFS.
If that doesn’t fix it try using either NetLimiter or NetBalancer as other users have reported that using these programs has fixed the looping issue for them. Be sure to also have your anti-virus disabled before you launch MSFS. Try a speed of:
3125 KB/s = 25 Mb/s = 3.1 MB/s first and if you are still getting looping issues try a lower speed limit:
1500 KB/s = 12 Mb/s = 1.5 MB/s and if this lower speed limit didn’t fix it try an even lower speed limit:
750 KB/s = 6 Mb/s = 0.75 MB/s
