Just had a CTD and on restart a small mandatory update (18mb) with no change log, any ideas?
Could be a small file got corrupted during CTD and the sim restored itself

Yep - my guess is that the sim does an integrity check on start. And as part if that, it also goes through the Community folder to register everything there.
