Small pushback tugs are missing Operators

ISSUE DESCRIPTION

Description of the issue:

The small pushback tug (for GA aircraft) does not have an human operator. It moves by itself, even if there are ground crew standing around the parking space. This is a recently introduced bug as there used be a person on the tug.

REPRODUCTION STEPS

Please list clear steps you took in order to help our test team reproduce the same issue:

  1. Load a GA aircraft on a GA ramp with small tugs

  2. See that there are tugs, but no operators

  3. Start pushback

  4. See that the tug moves on its own, without operator.

Can replicate.

Apparently AI has taken over some of the flightline functions! Can Replicate also!

I mainly fly the CJ4 and I have the same issue. In addition the tug stops part way through the pushback leaving the aircraft to carry on by itself. I also use Pushback Express from FS2 Crew.
