Personal comments:
Initially in FS2020 snow was covering tarmacs, taxiways and runways. Then a fix has been implemented to exclude snow from those areas since it was difficult to see the runway and taxi to the gate. Maybe this wish is what you are looking for: Improve ground snow/ice textures at airport
