Brief description of the issue:
When spawning C&D into the 747, the Speed Brake handle is in the Armed position and pressing the Toggle Arm Spoilers keybinding results in an audible click as the keybind is pressed repeatedly, however the lever does not animate up and down. If the handle is moved into the down position via the mouse and then the keybind is used, the handle animates. Moving the handle via the Spoilers Axis keybind will not place the handle in the full down position when it is moved fully forward via the axis and it breaks both the animation and audio until the level is moved down again via mouse.
Note, if the aircraft is powered up, the center display will not indicate the Speedbrakes are armed even though the lever is in the armed position. This rectifies itself once the handle is cycled manually via the mouse, however.
(Unlike the 787 this continues to be an issue even after a relaunching of the sim and a new session in the 747)

Detailed steps to reproduce the issue encountered:
Spawn C&D. Note Speed Brake handle is up in the Armed position. Press Toggle Arm Spoilers keybinding. Observe clicking of handle motion, but no animation. Move the handle into the down position via the mouse. Press the Toggle Arm Spoiler keybind. Note the handle animation now works and moves up and down with each press of the keybinding. Move the handle into the deployed state via Spoilers Axis keybind. Return it to the full Down position, note the handle is still in the up for Armed position. Press the Toggle Arm Spoilers keybind, note the audio is now not heard and the animation for arming/down is not animating. Move the handle down via the mouse. Press the Toggle Arm Spoilers keybind and note it now animates and the audio is also heard.
